1 Woe to those who decree unrighteous decrees, and to the writers who write oppressive decreesWoe unto them that decree unrighteous decrees, and to the writers that write perverseness;불의한 법령을 제정하는 자들과 압제하는 규정을 써 내려가는 자들에게 화가 있을 것이다.

2 to deprive the needy of justice, and to rob the poor among my people of their rights, that widows may be their plunder, and that they may make the fatherless their prey!to turn aside the needy from justice, and to rob the poor of my people of their right, that widows may be their spoil, and that they may make the fatherless their prey!그들은 가난한 사람들에게서 공의를 빼앗고, 내 백성 가운데 힘없는 자들의 권리를 강탈하며, 과부를 자기들의 노략물로 삼고 고아를 자기들의 먹잇감으로 삼으려 한다.

3 What will you do in the day of visitation, and in the desolation which will come from afar? To whom will you flee for help? Where will you leave your wealth?And what will ye do in the day of visitation, and in the desolation which shall come from far? to whom will ye flee for help? and where will ye leave your glory?너희가 징벌의 날에, 또 멀리서 닥쳐올 황폐함 가운데서 무엇을 하겠느냐? 누구에게로 도움을 구하러 달아나겠느냐? 너희 재물을 어디에 맡겨 두겠느냐?

4 They will only bow down under the prisoners, and will fall under the slain. 5 Alas Assyrian, the rod of my anger, the staff in whose hand is my indignation!Ho Assyrian, the rod of mine anger, the staff in whose hand is mine indignation!아, 앗수르여, 내 진노의 막대기여! 그 손에 들린 몽둥이는 곧 나의 분노다.

6 I will send him against a profane nation, and against the people who anger me I will give him a command to take the plunder and to take the prey, and to tread them down like the mire of the streets.I will send him against a profane nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets.내가 그를 보내어 경건치 못한 민족을 치게 하고, 나를 노하게 하는 백성을 치라고 그에게 명령하여, 노략하고 약탈하며 그들을 거리의 진흙처럼 짓밟게 할 것이다.

7 However, he doesn’t mean so, neither does his heart think so; but it is in his heart to destroy, and to cut off not a few nations.Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy, and to cut off nations not a few.그러나 그는 그렇게 생각하지 않고, 그의 마음도 그렇게 여기지 않는다. 오히려 그의 마음속에는 멸하려는 뜻과, 적지 않은 민족들을 끊어 버리려는 뜻이 있다.

8 For he says, “Aren’t all of my princes kings?For he saith, Are not my princes all of them kings?그는 말한다. "내 모든 지휘관들이 다 왕이 아니냐?

9 Isn’t Calno like Carchemish? Isn’t Hamath like Arpad? Isn’t Samaria like Damascus?”Is not Calno as Carchemish? is not Hamath as Arpad? is not Samaria as Damascus?갈로가 갈그미스와 같지 않으냐? 하맛이 아르밧과 같지 않으냐? 사마리아가 다메섹과 같지 않으냐?"

10 As my hand has found the kingdoms of the idols, whose engraved images exceeded those of Jerusalem and of Samaria,As my hand hath found the kingdoms of the idols, whose graven images did excel them of Jerusalem and of Samaria;우상을 섬기는 나라들을 내 손이 차지하였으니, 그 새긴 우상들은 예루살렘과 사마리아의 것보다 더 많았다.

11 shall I not, as I have done to Samaria and her idols, so do to Jerusalem and her idols?shall I not, as I have done unto Samaria and her idols, so do to Jerusalem and her idols?내가 사마리아와 그 우상들에게 행한 것처럼, 예루살렘과 그 우상들에게도 그렇게 행하지 못하겠느냐?

12 Therefore it will happen that when the Lord has performed his whole work on Mount Zion and on Jerusalem, I will punish the fruit of the willful proud heart of the king of Assyria, and the insolence of his arrogant looks.Wherefore it shall come to pass, that, when the Lord hath performed his whole work upon mount Zion and on Jerusalem, I will punish the fruit of the stout heart of the king of Assyria, and the glory of his high looks.그러므로 주께서 시온산과 예루살렘에서 그분의 모든 일을 마치실 때에, 이런 일이 일어날 것이다. 내가 앗수르 왕의 교만한 마음의 열매와, 그 오만한 눈빛의 거만함을 벌하겠다.

13 For he has said, “ By the strength of my hand I have done it, and by my wisdom, for I have understanding. I have removed the boundaries of the peoples, and have robbed their treasures. Like a valiant man I have brought down their rulers.For he hath said, By the strength of my hand I have done it, and by my wisdom; for I have understanding: and I have removed the bounds of the peoples, and have robbed their treasures, and like a valiant man I have brought down them that sit on thrones:그는 이렇게 말하였다. "내 손의 힘으로 내가 이 일을 이루었고, 내 지혜로 이루었다. 나는 명철하기 때문이다. 내가 민족들의 경계를 옮기고 그들의 보물을 약탈하였으며, 용맹한 자처럼 그들의 통치자들을 끌어내렸다.

14 My hand has found the riches of the peoples like a nest, and like one gathers eggs that are abandoned, I have gathered all the earth. There was no one who moved their wing, or that opened their mouth, or chirped.”and my hand hath found as a nest the riches of the peoples; and as one gathereth eggs that are forsaken, have I gathered all the earth: and there was none that moved the wing, or that opened the mouth, or chirped.내 손이 백성들의 재물을 마치 새 둥지를 찾듯이 움켜잡았고, 버려진 알을 거두듯이 온 땅을 거두어들였다. 날개를 치거나 입을 벌리거나 지저귀는 자가 하나도 없었다."

15 Should an ax brag against him who chops with it? Should a saw exalt itself above him who saws with it? As if a rod should lift those who lift it up, or as if a staff should lift up someone who is not wood.Shall the axe boast itself against him that heweth therewith? shall the saw magnify itself against him that wieldeth it? as if a rod should wield them that lift it up, or as if a staff should lift up him that is not wood.도끼가 그것으로 찍는 자에게 자랑할 수 있겠느냐? 톱이 그것을 켜는 자보다 스스로를 높일 수 있겠느냐? 이는 막대기가 자기를 든 자를 휘두르려 하고, 몽둥이가 나무가 아닌 자를 들어 올리려는 것과 같다.

16 Therefore the Lord, Yahweh of Armies, will send among his fat ones leanness; and under his glory a burning will be kindled like the burning of fire.Therefore will the Lord, Jehovah of hosts, send among his fat ones leanness; and under his glory there shall be kindled a burning like the burning of fire.그러므로 주, 만군의 여호와께서 그 살진 자들에게 여윔을 보내시고, 그 영광 아래에 불타는 화염 같은 사르는 불을 일으키실 것이다.

17 The light of Israel will be for a fire, and his Holy One for a flame; and it will burn and devour his thorns and his briers in one day.And the light of Israel will be for a fire, and his Holy One for a flame; and it will burn and devour his thorns and his briers in one day.이스라엘의 빛이 불이 되시고, 그 거룩하신 분이 화염이 되셔서, 하루 만에 그의 가시덤불과 찔레를 사르고 삼키실 것이다.

18 He will consume the glory of his forest and of his fruitful field, both soul and body. It will be as when a standard bearer faints.And he will consume the glory of his forest, and of his fruitful field, both soul and body: and it shall be as when a standard-bearer fainteth.그분이 그 숲의 영광과 그 기름진 밭을 영혼과 육체까지 모두 사르시리니, 마치 깃발 든 자가 쓰러질 때와 같을 것이다.

19 The remnant of the trees of his forest shall be few, so that a child could write their number.And the remnant of the trees of his forest shall be few, so that a child may write them.그 숲에 남은 나무가 얼마 되지 않아, 어린아이라도 그 수를 적을 수 있을 것이다.

20 It will come to pass in that day that the remnant of Israel, and those who have escaped from the house of Jacob will no more again lean on him who struck them, but shall lean on Yahweh, the Holy One of Israel, in truth.And it shall come to pass in that day, that the remnant of Israel, and they that are escaped of the house of Jacob, shall no more again lean upon him that smote them, but shall lean upon Jehovah, the Holy One of Israel, in truth.그날에 이런 일이 일어날 것이다. 이스라엘의 남은 자들과 야곱의 집에서 살아남은 자들이 다시는 자기를 친 자에게 기대지 않고, 오직 진리로 여호와, 이스라엘의 거룩하신 분께 의지할 것이다.

21 A remnant will return, even the remnant of Jacob, to the mighty God.A remnant shall return, even the remnant of Jacob, unto the mighty God.남은 자가 돌아올 것이니, 곧 야곱의 남은 자가 능하신 하나님께로 돌아올 것이다.

22 For though your people, Israel, are like the sand of the sea, only a remnant of them will return. A destruction is determined, overflowing with righteousness.For though thy people, Israel, be as the sand of the sea, only a remnant of them shall return: a destruction is determined, overflowing with righteousness.이스라엘아, 네 백성이 바다의 모래 같을지라도 그 가운데 남은 자만 돌아올 것이다. 멸망이 작정되었으니, 의가 넘쳐흐를 것이다.

23 For the Lord, Yahweh of Armies, will make a full end, and that determined, throughout all the earth.For a full end, and that determined, will the Lord, Jehovah of hosts, make in the midst of all the earth.주, 만군의 여호와께서 온 땅 가운데서 작정된 진멸을 끝까지 행하실 것이다.

24 Therefore the Lord, Yahweh of Armies, says, “ My people who dwell in Zion, don’t be afraid of the Assyrian, though he strike you with the rod, and lift up his staff against you, as Egypt did.Therefore thus saith the Lord, Jehovah of hosts, O my people that dwellest in Zion, be not afraid of the Assyrian, though he smite thee with the rod, and lift up his staff against thee, after the manner of Egypt.그러므로 주, 만군의 여호와께서 말씀하신다. "시온에 사는 내 백성아, 이집트가 그랬던 것처럼 앗수르가 막대기로 너를 치고 그 몽둥이를 너에게 들어 올릴지라도 두려워하지 말라.

25 For yet a very little while, and the indignation against you will be accomplished, and my anger will be directed to his destruction.”For yet a very little while, and the indignation against thee shall be accomplished, and mine anger shall be directed to his destruction.이제 아주 짧은 동안만 지나면 너희를 향한 분노가 끝나고, 내 진노가 그를 멸하는 쪽으로 향할 것이다."

26 Yahweh of Armies will stir up a scourge against him, as in the slaughter of Midian at the rock of Oreb. His rod will be over the sea, and he will lift it up like he did against Egypt.And Jehovah of hosts will stir up against him a scourge, as in the slaughter of Midian at the rock of Oreb: and his rod will be over the sea, and he will lift it up after the manner of Egypt.만군의 여호와께서 미디안을 오렙 바위에서 치셨던 것처럼 그를 향해 채찍을 휘두르실 것이다. 그분의 막대기가 바다 위에 임할 것이니, 이집트를 치셨던 것처럼 그것을 들어 올리실 것이다.

27 It will happen in that day that his burden will depart from off your shoulder, and his yoke from off your neck, and the yoke shall be destroyed because of the anointing oil.And it shall come to pass in that day, that his burden shall depart from off thy shoulder, and his yoke from off thy neck, and the yoke shall be destroyed by reason of fatness.그날에 이런 일이 일어날 것이다. 그의 짐이 네 어깨에서 벗겨지고 그의 멍에가 네 목에서 떨어지며, 기름 부음으로 인하여 그 멍에가 부서질 것이다.

28 He has come to Aiath. He has passed through Migron. At Michmash he stores his baggage.He is come to Aiath, he is passed through Migron; at Michmash he layeth up his baggage;그가 아얏에 이르렀고, 미그론을 지나, 믹마스에 그의 짐을 쌓아 둔다.

29 They have gone over the pass. They have taken up their lodging at Geba. Ramah trembles. Gibeah of Saul has fled.they are gone over the pass; they have taken up their lodging at Geba; Ramah trembleth; Gibeah of Saul is fled.그들이 고개를 넘어가 게바에서 숙영하니, 라마가 떨고 사울의 기브아가 도망친다.

30 Cry aloud with your voice, daughter of Gallim! Listen, Laishah! You poor Anathoth!Cry aloud with thy voice, O daughter of Gallim! hearken, O Laishah! O thou poor Anathoth!갈림의 딸아, 소리 높여 부르짖어라! 라이사야, 귀를 기울여라! 가련한 아나돗아!

32 This very day he will halt at Nob. He shakes his hand at the mountain of the daughter of Zion, the hill of Jerusalem.This very day shall he halt at Nob: he shaketh his hand at the mount of the daughter of Zion, the hill of Jerusalem.바로 오늘 그가 놉에 멈추어, 시온 딸의 산, 곧 예루살렘 언덕을 향하여 그의 손을 흔든다.

33 Behold, the Lord, Yahweh of Armies, will lop the boughs with terror. The tall will be cut down, and the lofty will be brought low.Behold, the Lord, Jehovah of hosts, will lop the boughs with terror: and the high of stature shall be hewn down, and the lofty shall be brought low.보라, 주, 만군의 여호와께서 무서운 위력으로 그 가지들을 잘라 내실 것이니, 키 큰 자들은 베어지고 높이 솟은 자들은 낮아질 것이다.

34 He will cut down the thickets of the forest with iron, and Lebanon will fall by the Mighty One.And he will cut down the thickets of the forest with iron, and Lebanon shall fall by a mighty one.그분이 쇠도끼로 그 숲의 빽빽한 덤불을 베어 내시리니, 레바논이 능하신 분 앞에 쓰러질 것이다.
